Cp admin, move Smartlist up on top of list

A customer created a bunch of lists and didn't notice there were smartlists, so he created all of them unprotected (as he used to do in his zimbra) and then got a bunch of spam, etc... and they could be protected, so he is having to create them as smartlists...

I had a simple idea that could help. Move smartlist UP, to be on top of LISTS. This way, perhaps, admins that dont have much knowledge on our system yet will use them instead of normal lists :))
